Mr. Garrett has owned and operated SGE for over 30 years. He has successfully administered prime contracts for Construction, Construction Management, Program Management, and Operation and Maintenance for the City of Jackson, the State of Mississippi, Mississippi Emergency Management Agency; and subcontracts for Engineering services for Mississippi Development Authority, the Port of Gulfport and the City of Biloxi, MS, to name a few. Mr. Garrett is a board member of Metro Chamber of Commerce and the Jackson Chamber of Commerce. He serves as President of the Jackson Medical Mall Business Association and is a commissioner on the Levee Board. Mr.Garrett has been appointed by Governor Barbour to serve as Chair for the Mississippi Broadband Connect Coalition. He has a Bachelors degree in Business from Alcorn State University, and has studied further at Los Angeles City College and Advanced Entrepreneur Management and Operations at the University of Miami.
Ms. Lovell’s expertise extends to budgeting and forecasting for all construction projects and division, project management functions, contract administration and human resource functions for subcontracts and employees.
Her experience further extends to FAR compliance, monthly pay applications, material purchasing, requisitions for per diem and travel,purchase orders ,accounting job cost, journal entries, vendor negotiations and pricing. Subcontracts, analysis of budgets per project, project payroll, Subcontractor hauling and disposal negotiations, environmental projects, bid bocuments representations and certification, specification interpretation both public , private and governmental bidding, submittals, submittal logs, contract documents, risk control, AIA documents, project recording and schedules, purchase orders, customer complaints and rental equipment contract and all contracts for projects, EBO compliance and certifications, estimating review, material pricing and subcontract pricing and award.
